State education shall be free at every level. It guaranteed the right for everyone to teach –an "open-door policy" to private initiatives which meant that every person would have the right to form private establishments for the education and instruction of youth. Significant innovations in urban education were made later when Dartigue was appointed Minister of Public Instruction, Agriculture and Labor, serving from 1941 to late 1945.
DARTIGUE-Esther, retired educator and widow of Haiti's former Minister of Education and UNESCO's former Chief of Mission to the Congo, has died in Paris at 94. Born in Hungary, she earned degrees from Wooster College (Ohio) and Columbia's Teachers College, before moving to Haiti in 1931, where she directed a private nursery and elementary school, introduced sports for girls and worked with a number of charities. During 1948-56, she taught at New York's Mills College of Education and directed several nursery schools in Great Neck
Born in Haiti in 1903, Maurice Dartigue was trained as a rural education specialist at the Damien School of Agriculture in Port-au-Prince and at Columbia University's Teachers College in New York. He began his career as Administrator of Rural Schools in 1926 during the . occupation of Haiti and was promoted Director of Rural Schools in 1931. Dartigue settled the same year in New York and began a new career at the United Nations as a senior specialist in education in the Trusteeship department.
