This article examines the extent which the monitoring mechanisms of the Council of Europe (CoE) entail . Given the success of Turkish government to align its legislation and practices with CoE’s recommendations, the PACE closed its monitoring procedure with Turkey in 2004.

This article examines the extent which the monitoring mechanisms of the Council of Europe (CoE) entail social pressure to confront breaches of liberal democratic principles in the member states.
