Joffrey, starving for fatherly approval and wanting to prove himself, hired the assassin to kill Bran after the royal party had left Winterfell. The attempt has all the hallmarks of being clumsily done: using a recognizable weapon that can easily be traced back to the king's family, and not. The books imply that it was Joffrey who sent the assassin to kill Bran. Cersei and Jaime talk about it to each other, and neither of them sent the assassin.
